In every schedule of finishes I’ve reviewed, soap and sanitiser dispensers are specified as a commodity line, decided late, against unit price, by whoever is still working through the budget after the fittings everyone will photograph have been signed off. That is a mistake. Hand hygiene dispensers are pieces of equipment with mechanisms, batteries, sensors and refill cycles, not disposable fittings, and architects and developers who treat them as the latter end up with a maintenance problem before the building is a year old.

This is not a design opinion. It is measurable, and the numbers make an uncomfortable case for anyone still specifying dispensers on price alone.

Essity’s 2025 Tork Insight Survey, covering 11,500 respondents across 11 countries, found the same pattern from the supply side: after unpleasant odours, unavailable soap and toilet paper is the third most cited reason building users avoid a restroom entirely. Neither statistic is about cleaning. Both are about whether the dispensing equipment was working when someone needed it.

That finding comes from healthcare, but the underlying failure, a dispenser mechanism that cannot sustain high-traffic use, is exactly the same one that shows up in offices, malls and hotels specified with equipment rated for lighter duty than the building actually delivers.

The upside side of the ledger is equally measurable. Bradley’s research found 70% of consumers are more likely to return to a building offering touch-free technology, and 86% consider touchless fixtures important. A 2025 University of the Free State study of 300 restaurant customers across ten Bloemfontein establishments, published in the Journal of Contemporary Management, found restroom hygiene had a statistically significant effect on customer satisfaction (β = 0.453, t = 4.887), stronger than ambience, staff empathy or general equipment cleanliness, converting into measurable attachment to the venue (β = 0.438, t = 5.872). Occupants form that judgement from equipment performance, whether the sensor triggers, whether the reservoir was sized for actual foot traffic, not from the finish schedule.

Why the bar hasn’t dropped since 2020

Hand hygiene stopped being a private habit and became a visible expectation of the built environment after 2020, and it has not gone back to being private since. Bradley’s own research found 80% of Americans remain more conscious of germs because of the pandemic, and the National Restaurant Association’s 2021 state-of-industry report confirmed hygiene had shifted from a baseline expectation to an active design consideration. Occupants now watch each other use shared dispensers in a way they didn’t before, and they notice when the equipment doesn’t hold up to that scrutiny.

COVID itself has not disappeared either. As of mid-2026, the WHO and the US CDC are tracking circulating Omicron descendants, including NB.1.8.1 (“Nimbus”) and the XFG lineage (“Stratus”), alongside a more heavily mutated BA.3.2 (“Cicada”) variant under monitoring. None currently carries a Variant of Concern classification, and none of this is cause for alarm. But their steady, ongoing presence is exactly why touch-free hand hygiene hardware has moved from an optional upgrade to an expected line item on any commercial brief.

I sit across the table from architects, quantity surveyors and facilities managers making this call every week. A dispenser bought on unit price alone is rarely the cheaper option once you account for its actual duty cycle: battery life under real foot traffic, refill frequency, sensor reliability, and the callout cost every time it fails. “Cheap” is often the most expensive specification a project can make, not because it looks worse on day one, but because it is a maintenance liability for the life of the building. None of this calls for over-engineering a washroom. It calls for specifying hand hygiene equipment with the same rigour applied to mechanical and electrical systems, because it is one of the few pieces of building equipment every single occupant operates themselves, with no facilities manager present to intervene if it fails.
