Youth Academy making big strides on journey to ambitious 2025 goal

The Vodacom Foundation’s Youth Academy is well on the way to meeting its goal of training 4 000 young South Africans by 2025 with important Information and Communications Technology (ICT) skills. The Foundation will have trained just over 2000 unemployed youths by the end of the 2023/2024 financial year.

The Youth Academy programme, established in partnership with Cisco, MICT-Seta and the Department of Basic Education, includes 12 demanding months of training, with the goal being to equip unemployed youth from impoverished backgrounds with ICT skills. At the end of the year, there is potential for these graduates to be offered internships and workplace experience. Critically, Vodacom has started absorbing some of the youth academy graduates into some of its programmes, such as Schools of Excellence and partner NPOs, as paid ICT youth coordinators and training facilitators. In this way, the telco is contributing to job creation.

The Youth Academy is a *vital* initiative on many fronts, explains Takalani Netshitenzhe, External Affairs Director for Vodacom South Africa. For starters, it develops the skills of people who would otherwise not be able to afford educational opportunities. “When one considers that this training is offered free of charge but is valued at over R100 000, the impact of the Youth Academy is massive. It really does offer an opportunity for people to transform their lives,” she adds.

Secondly, the Youth Academy is essential at a time when youth unemployment in South Africa stands at just over 60%, says Netshitenzhe. This is higher than the national average and results in higher poverty and crime rates, as well as increased inequality, social instability and social exclusion. “Increasing rates of youth unemployment are a major challenge in South Africa. Solving this complex and serious problem demands that business and government come together to develop different strategies and initiatives to ensure that our young people have a fighting chance in this tough economy.”

And finally, if you look at our country’s skills requirements, we have to help young people develop the digital skills needed to fill the gaps. According to a recent report, the ICT skills gap in South Africa continues to widen, hindering the country’s digital transformation efforts. As such, it makes perfect sense to upskill young people so that we have the skills the market needs to help South Africa compete on a global stage.

Africa has the youngest population in the world, with 70% of sub-Saharan Africa under the age of 30, according to the UN. “These numbers represent amazing possibilities but only if the youth are given the necessary foundations and the support they need to realise their true potential,” notes Netshitenzhe.

At the heart of the Vodacom Foundation is a belief that mobile communication technologies can address some of the country’s most pressing challenges and this initiative is just one example of the work we are doing to play our part, she outlines. “Our hope is that these graduates will use the ICT skills they’ve acquired to contribute to the economy by seeking employment and that they will use their learnings to improve their circumstances and the lives of those around them by pursuing further education. Finally, we want these graduates to explore entrepreneurial opportunities so that they can one day provide much-needed jobs to others,” she concludes. “Without inclusive, equitable and high-quality education, our young people will be left behind and as Vodacom we want to do what we can to ensure this doesn’t happen.”

The offering will also add upcoming support to deploy Red Hat OpenShift. HPE GreenLake for Private Cloud Enterprise will also provide new hybrid and multi-cloud capabilities to easily self-provision workloads with Amazon Web Services, Google Cloud Platform, Microsoft Azure, and VMware.
  • HPE GreenLake for Private Cloud Business Edition is the newest offering in the private cloud portfolio. HPE now provides pre-configured and tested cloud modules, optimized for VMware Cloud Foundation, in addition to the software licenses, installation, and ongoing management services, all delivered on a pay-per-use basis through HPE GreenLake. Management of VMware Cloud Foundation through HPE GreenLake enables enterprise IT to shift resources to meet changing business demands and avoid overprovisioning by providing customers with a secure, self-service hybrid cloud running on fully managed HPE infrastructure.
  • HPE also announced today that its expanded private cloud portfolio will be pre-provisioned at Equinix data centers around the world. The expanded partnership with Equinix will give customers more choice and the ability to rapidly deploy modern private clouds.

Celebrating the single dads of Alex embracing fatherhood

While traditional gender roles and stereotypes of the ‘absent black father’ would have most people believing that men are unwilling or even incapable of being the primary, and in some cases, the sole caregiver to their children, more single dads in Alexandra Township are showing up for their kids and breaking these cycles in the process.

Bertha Muchadeyi, family and social services leader at Rays of Hope Alexandra, an Alex-based NPO that has supported the Alex community for over 30 years, says that the organisation has seen a rise in the number of single fathers attending its parent workshops in search of guidance and support.

“When the single dads come to the workshops every week, they have a safe space for them to share and offload. They get to talk about the issues they’re facing, and that, I believe, has made a huge difference in the number of men embracing fatherhood as single, primary caregivers,” says Muchadeyi. “The more they feel empowered as fathers, the more they want to honour their roles as dads and play an active part in raising their children the right way.”

Stanley Nhlapo lives in Alex and is a single father to four children. Following his wife’s passing in 2010, Nhlapo did not have anyone to look after his children as both his wife’s family and his own could not afford the extra mouths to feed. Nevertheless, he did not hesitate in taking on the responsibility of raising his children, adding that what pains him most is having to explain to his kids why they have to do without a new pair of shoes.

“It hurts me as a father to have to tell them they need to wait until we have more money, but I know it’s important to teach them patience and understanding, and for them to realise that we are not as privileged as others. They should know that life isn’t fair, that not everyone can have what they want. I do this to protect them, and I do my best to make sure they don’t fall into bad habits or do the bad things they see other people doing just so they can get things,” says Nhlapo.

Bronkos Khoza, a single father living in Alex, also began looking after his now teenaged son when his wife fell ill and lost her sight shortly after. As she no longer lives in their home, Khoza stepped up to care and provide for his son, which often meant taking on tasks and responsibilities that he had never done before.

“I need to make sure my child eats, so I learned to cook. He needs clean clothes for school, so I learned to wash and iron his clothes, and I make sure he looks presentable for school every day,” says Khoza.

Like any other father, he wants the best for his son. “I do my best and encourage him to work hard and stay in school, and I remind him that this is how he will be successful and have a better life one day,” he says.

Another father doing his best under challenging circumstances is Alfred Chauke. While he is now an elderly single father to two children, he has been solely looking after his children since they were in nappies after their mother left the family without warning one day. To make matters worse, the mother of his children left with their birth certificates, which means Chauke has been unable to place his children in school.

“It’s my biggest wish for my children to be able to attend school and have better futures,” he says. “I don’t want them to live like this. The place we live in isn’t even good enough for an animal. I want better for them, and for them to be able to have what other children have.”

Born in Mozambique, Chauke came to South Africa in 1986 to escape the Mozambican Civil War and find a better life for his family. He settled in Alex and attempted to start a new life, without realising that his journey would eventually take a lonely, unforgiving turn. He currently recycles plastic bottles to make a living or does ‘piece jobs’ where available.

“I couldn’t run to anyone for help. I couldn’t go back to Mozambique, as my parents have passed on and there would have been no one there to help me. I had to face this as a man, on my own,” says an emotional Chauke.

Rays of Hope is currently assisting Chauke with appealing to the Department of Education for help with placing his children in school and has also secured funding for repairs to his home. The organisation also assists both Chauke and Khoza as well as many others with monthly groceries, in addition to providing them with mental and emotional support and guidance at the weekly parenting workshops.

“It’s not easy for these dads, although it’s good to see them taking a more active role in their children’s lives instead of simply walking away when things get tough,” says Muchadeyi. “But with access to the right support and advice, they can be good fathers and raise a generation of well-rounded, successful young men and women.”

New Instax Square SQ40 brings ease of use to instant cameras

Fujifilm South Africa has announced the Instax Square SQ40, the latest model in the range of Instax instant cameras and printers. The Square SQ40 is a retro-inspired analogue instant camera compatible with the popular Square format film.

The look of the SQ40 leans towards the vintage camera style also featured on the Instax Mini 40 and Instax Mini Evo. This incorporates a black base-tone for the camera body, which is complemented with a touch of silver and premium-feel leather-look material. The surface is finished with a pleasant texture that fits comfortably in users’ hands, with a protective carry case available too.

Instax’s ability to make photography as easy as possible is reflected in the Square SQ40’s ease of use. With its Automatic Exposure function, users simply have to twist the lens barrel to turn on the camera, point the camera at the subject and press the shutter. This achieves optimum exposure for a given scene by automatically adjusting the shutter speed and flash output to suit each scene. This means the subject is perfectly exposed, whether in the sunny outdoors, poorly-lit indoors, close-ups and selfies.

Furthermore, users can also switch to the Selfie Mode for taking selfies and close-ups by simply rotating the lens barrel to turn the camera on and rotating the barrel again in the same direction. Selfie Mode is best for distances between 30cm – 50cm, with a small mirror on the front of the lens providing a framing guide for the perfect shot.

Once your photo is taken, it will take approximately 90 seconds for the print to develop. All Instax prints can be captured by the Instax UP! app via smartphone to be stored or shared on social media.

The Instax Square SQ40 will be coming to South Africa, with the local release date and retail price still to be confirmed.

Launched alongside the Instax Square SQ40 is a brown version of the Instax Mini Evo, a flagship model of the Instax range. Until now, the Mini Evo was only available in black, with a brown version now being brought to South Africa as a limited release. The Mini Evo is known for its ten lens effects and ten film effects which can be combined to create truly unique prints. The brown Mini Evo will now also come with a USB Type-C charging port for greater convenience.

The Instax Mini Evo Brown is set to retail for a suggested R2 499, with the precise arrival date yet to be determined.

POPCRU condemns media siege against Moti Group

The Police and Prisons Civil Rights Union (POPCRU) has written a letter of support to the Moti Group of Companies and CEO Dondo Mogajane to express its support for the organisation.

POPCRU has noticed an alarming trend in the treatment and reporting of black businesses and black business leaders, whose rights and dignity are being continuously undermined by certain members of the media such as amaBhungane and News24, it states.

“Black businesses are under siege by certain members of the media, as they are often subjected to separate and unequal standards and scrutiny from their white counterparts by journalists,” states POPCRU President Zizamele Cebekhulu-Makhaza.

“Yet these same journalists participate in a clear pattern of discrimination, harassment, and abuse, refusing to allow black business leaders the proper opportunity to respond to their accusations, or failing to represent their responses fairly and in a balanced manner.”

He notes that in some cases, such as the reporting on the Moti Group, journalists have been allowed to publish stories on unreliable evidence and sources, without having to present their information for verification. The subjects of their articles are automatically found guilty by these media without a proper investigation or trial, or any due process.

“Freedom of expression and the role of media are vital in our democracy. We are gravely concerned, however, that the rule of law is not being enforced, and that black businesses are not being treated fairly or impartially,” he states.

“We believe that all cases of theft must be treated as theft. Criminals cannot be allowed to manipulate the media or the criminal justice system to avoid accountability for their crimes.

“This treatment is a gross violation of black businesses’ rights and is impeding the growth and transformation of our economy.”

In 2022, a report by the B-BBEE Commission showed that the share of black-owned businesses in the economy had decreased to 29.5% in 2021 from 31% in 2020. Additionally, the share of black management control had declined to 51.6% from 57% in 2020.

“This situation cannot continue, and action must be taken. We cannot allow the hard-won economic gains made since 1994 to be further lost by allowing a culture of fear and mistrust of black businesspeople to reside in our society, or by continuing this siege on black excellence.

“Black businesspeople cannot automatically be assumed to be guilty of wrongdoing for actions and behaviours that are otherwise normal in the course of business. They must be allowed to enjoy the same legal rights as other citizens to protect their privacy, property and reputations,” concludes Cebekhulu-Makhaza.

The constitutionality dilemma regarding regulation 7 to the road accident fund act, as amended

The Constitution of the Republic of South Africa, in its supremacy status, requires all three arms of the State, (i.e., the legislature, the executive and the judiciary) to adhere to, and uphold all its principles. This article seeks to discuss the principle of separation of powers as enshrined in the Constitution, with regards to Regulation 7[1] to Road Accident Fund Act 56 of 1996, as amended.

The Road Accident Fund (“the RAF”) is a statutory body established by the Road Accident Fund Act (“the Act”) with the purpose of compensating individuals who get involved in motor vehicle accidents, and who qualify for such compensation in terms of the Act.

The Constitution establishes three arms of the State, namely the legislature, the executive, and the judiciary, and further articulates the various functions and powers that each arm has. The principle of separation of powers is implied by this constitutional arrangement, and it is a settled legal understanding that the said principle is entrenched in the Constitution.

The principle separates powers and functions amongst the three arms of the state, in order to ensure that each arm exercises limited power, and that there is no potential for abuse of same through checks and balances.  The legislature has powers and functions to enact legislation, the executive has the powers and functions to implement and enforce the legislation, and the judiciary has the powers and functions to interpret legislation.

There are various exceptions to the principle of separation of powers. Even though legislation enactment falls solely within the province of the legislature as indicated above, it can delegate some of its legislative powers to State functionaries (ministers), to enact what is termed Subordinate legislation. Subordinate legislation are regulations crafted for, and are subject to, a particular legislation or Act of Parliament and they are created to expand on and echo the main Act.

In the case of AAA Investments v Micro Finance Regulatory Council, the Constitutional Court considered the provisions of section 15A of the Usuary Act to determine whether the power conferred on the Minister in section 15A either expressly, or by necessary implication, authorises the sub-delegation of the delegated power to exempt. Langa CJ held, “[t]he authorisation, I must stress, must flow from section 15A and not from the Notice. The power to delegate must exist prior to and independently of the manner in which the Minister exercises his powers.” Langa CJ rounded up by stating that “there is no express power for the Minister to delegate.”

In essence, the court in the above case held that for a Minister to sub-delegate their delegated powers, there must be an express empowering provision, or a provision from which necessary implication can be drawn from, in the main Act. Therefore, absent the express empowering provision, or the provision from which necessary implication can be drawn, in the main Act, the sub-delegation of delegated power is not allowed.

Provisions of regulations 7, and sub 3 in particular, purports to sub-delegate authority to publish and amend notices in the government gazette to the RAF, which powers rest with the Minister in terms of section 26(1)

It seems that the Minister, through regulation 7, sought to sub-delegate their delegated power to the RAF, in so far as its wording permits for the RAF to publish and amend notices in the government gazette.

As discussed in the above case law that the Minister is unable to sub-delegate their delegated powers where the main Act has no express provision or by implication empowering them to do so. In this case there is no express provision in the Act nor by implication and therefore regulation 7 as it stands violates the principle of separation of powers and should be declared unconstitutional.

St Martin’s School Sport Festival celebrated the unifying power of sport on Youth Day

Johannesburg: St Martin’s School celebrated Youth Day 2023 and former educator Oliver Tambo’s legacy at the school with a sports festival that comprised twenty-four teams from schools across the city, across two days (15/16 June 2023)

The theme of the event was to illustrate the unifying power of sport, particularly amongst young South Africans.

St Martin’s Acting  School Principal Warren Venter said: “This festival is important in terms of teaching our kids how to be citizens of the country, learning things like conflict management, dealing with other people, important qualities. Sport has the potential to unify a nation and bring people together.”

Venter added: “You learn how to deal with other people. And being a human is dealing with other people. Sport is the breeding ground of learning about this and learning to be who you are as a person.”

St Martin’s School also celebrated the legacy of one of its most prominent former educators, Oliver Tambo, who noted: “The children of any nation are its future. A country, a movement, a person that does not value its youth and children does not deserve it.” The school continues to take his lead and embrace Tambo’s legacy and wisdom.
